RFP No. 2023-MBI-01
Massachusetts Technology Collaborative (“MassTech”) is issuing this Request for Proposals (“RFP”) to solicit responses from broadband network operators to operate, manage, market, maintain, and extend the 1,200 mile MassBroadband 123 Network (“MassTech Network”). The MassTech Network is a state-owned, open-access, carrier-grade, middle-mile telecommunications network that became operational in early 2014. Following the selection of a preferred Respondent, MassTech will enter into a Network Operating Agreement (“NOA”) with the preferred Respondent (“Network Operator”).
The MassTech Network’s core objectives include: providing a high standard of service delivery, and continuing to evolve the MassTech Network and product and service offerings to meet the needs of the region; ensuring that the MassTech Network is highly reliable for users and minimizing network outages as these pose significant threats to public safety (e.g. emergency services communication outages), especially in areas where there is poor wireless service; providing affordable broadband access to end-users; utilizing the MassTech Network to serve as an engine for economic growth; maintaining broadband support to critical entities such as emergency services, healthcare, education, commerce, municipal fiber networks, and government services; and promoting MassTech Network expansion, including middle mile and last mile builds.
